These guys were hard to come up with notes for, since they're...well, unknown. Every single one can have vastly different abilities. Look at the Ginyu force. The only ones that were at all similar in terms of ability were Jeice and Burter. Guldo and Ginyu himself were radically different from one another. Recoome probably could have passed as human. Long story short, they were all over the place in both appearance and capability.
So, I figured I'd stay true to that; any Unknowns are going to be almost completely player designed. This includes transformations, attacks, appearance, intelligence, everything. Obviously they can't be made ungodly; there aren't going to be any transformations more powerful than SSJ4. Some Unknowns with enough pl will be allowed to make transformations equal to it if they can fit a few requirements (these will be determined by what the character's like by an admin), but nothing stronger.
As far as transformations go, I figured I'd go with this; one right at creation, another at 2 mil, and then up to 4 more, with a minimum of 2 mil pl separating the creation of each. However, the less pl between forms, the weaker those forms will be made. Obviously Trunks and I will be looking at the attacks and forms made at one point or another, and any that look too strong will be modified, and their creator will be told what was changed. Oh, and, forms will go right in with your attack count, since it's likely with the current system people will have plenty of excess attacks to use up. This'll give Unknown players something else to do with them.
Other than that...well, like I said, Unknowns will be player created, so the rest is up to you.
